David's Priorities for District 3

District 3 is one of Grand Prairie's most deeply rooted communities, full of families who have invested in their neighborhoods, their schools, and each other.

David Chappelle is running to serve these families and carry their voices into every decision made at City Hall.

Housing and Neighborhood Stability

District 3 is a place where families have chosen to put down roots, raise children, and build lives. But rising investor purchases, unclear development decisions, and a lack of resident input are putting that stability at risk. Families who want to live here should be able to afford to stay here.

 

David will advocate for first-time homebuyer programs, down-payment assistance, and owner-occupancy incentives that help families get into homes. He'll push for a case-by-case approach to zoning and development that puts existing residents first, prioritizes the reuse of vacant properties before approving large new developments, and ensures neighbors have a real voice before major decisions are made.​

Infrastructure and Quality of Life

The streets, sidewalks, drainage, and lighting of District 3 touch every family every single day. Too often, our neighborhoods receive attention only when problems become unavoidable, leaving residents to deal with the consequences of delayed maintenance and short-term thinking.

David will fight to ensure District 3 receives its fair share of infrastructure investment and push for long-term planning that gets ahead of problems before they pile up. He'll focus on the everyday conditions that affect how families move through our neighborhoods and hold the city accountable for making decisions that reflect how people live.

Small Business Support

Small businesses are the backbone of our city. They create jobs, serve our neighbors, and invest in our community, but right now, they're not competing on a level playing field, especially for our district. Local business owners are paying property taxes, sales taxes, and fees, while city-run operations often don't face the same costs. That has to change.

David will push for transparent oversight of city-run enterprises, advocate for fair tax relief for small businesses bearing a disproportionate burden, and fight to ensure District 3 entrepreneurs have a real voice on the boards and advisory groups that make economic decisions. He'll prioritize grants, faster permitting, and infrastructure support for locally owned businesses, because when our small businesses thrive, our whole community does.

Public Safety

Public safety in District 3 depends on strong support for first responders, thoughtful planning, and genuine trust between residents and city leadership.

David will be a steady advocate for the men and women who serve our community every day, pushing for the resources and leadership they need to do their jobs well. He'll support neighborhood-based public safety planning, encourage leadership that builds trust rather than tension, and ensure community safety remains at the center of every conversation at City Hall.
